Severe Pain In Right Thumb Before Carpel Tunnel Release, Numb, Pricky Feeling. MRI Shows Bulged Disc. Surgery ?

Ok, I had a carpel tunnel release @ 6 months ago. Prior to that I had excruciating pain in my right thumb and
the subsequent 2 fingers. After the surgery, hand seem much better, but tips of my fingers were still numb. About 2 months into the recover, my hand started to get more numb and the prickly feelings came back. I also get some burning and pain in my fingers. After going back to Dr. and getting another EMG and an MRI, they have determined that I have a bulging disc at C4,C5 and need surgery. Tried steroids, naproxen and excercises, but my hand jusat seems to be getting worse. I have no neck pain or arm pain. Only discomfort I have is from arthritis in my neck and lower back. What I really need to know is "did the carpel tunnel come back" or do I really need the disc surgery with the only symptoms in my hand?
