Should I Be Concerned About Lumps On Toddlers Foreskin Which Keeps Coming After Popping?

Hi my son is 2 and has lumps around his forskin that when squeezed comes to a head and pops. I have tried to squeeze them but the just come right back he has had this sense he was 6 months old and when popped the substance has somewhat of a Oder to it should I be concerned

babies usually have tight foreskin, there is accumulation of whitish secretion known as smegma.
If there is repeated discharge , it will require prepucial seperation or circumcision.
