Hello,
I have gone through your query and understand your concern.
There are many causes for neck stiffness and headache.

But as you said, it happens all of sudden, it may be due to Meningitis or Migraine headache and you should rule out meningitis first.
In turn meningitis is associated with fever in many cases.

At this age, brain tumor or any metastasis in the brain and spinal cord can also occur.

Any way he should see your treating doctor, he may examine him for any neurological signs pertaining to meningitis.
If he suspects meningitis, he may put him on antibiotics and pain killers.
If he suspects any other like brain tumor, he may refer him to neurologist or oncologist for further management.

Hope this helps.
