Don't worry it is semen on your penis.sometime ther is semen collection in the duct and come out with pooping.It is not a disease. If it is with itching and bad smell than consult your physician.

That could probably be just smegma which is natural. Some secretion from the penis will come on straining. Nothing to worry. Drink plenty of water. If you develop burning sensation on passing urine, you can get examined for urinary infection and STDs.
