Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

A baby who is aged 3 years old and doesn't walk means that may have a serious problem and it is needed to find the cause. Normally, a baby begins to walk in 1½ years. I suggest you to visit a pediatric doctor.

What analysis have you done? Does your baby have other sings? Have you done an electromyography?

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. Emilda Belortaja
