Suggest Remedy For Hormonal Problem

I m 16, and i ve been stuck in the same place of puberty for about 2 years. My penis is just under 5inch erect, i have little armpit hair, but there is some, but my condition has stayed like this for around 2 years, my testicles are small and my voice is high, also, i only recently found out i can pull my foreskin back as it was rather tight, it still is, but i m scared that if i pull it back, i wont be able to get it back over, also, my penis, when i pull my foreskin back, has a red line, like little extra skin, that goes from inside my penis (attacthed to my bell end, sorry if this is not the correct term) then goes out of my foreskin onto the top of my penis) My penis smells, obviously, because i can t wash it properly due to tight foreskin, please help me, thanks
