Suggest Remedy For Raised Bump On Leg

my 4 week old daughter has a raised bump on her leg that she has had since birth. the doctor told me the name but i can't remember what he said. Today the dermetologist told me that if it doesn't go away in 3 months she will do a biopsy. What is this called and should I be concerned

Biopsy means that they will remove a small piece from the bump and send it for histopathological examination.
