both of my ankles and calves are swollen daily, I sleep with my legs elevated and in the morning the swellings have reduced, but after being up a half hour the swellings return and on and off during the day I get sizzling sensations in different parts of my legs.

Well there can be many reasons for symptoms you mention in query like blood clot of the leg , infection in the leg area , venous insufficiency , organ failure like heart, liver, or kidney , lymphedema. I would suggest you to keep your legs elevated , lower your salt consumption and do light exercises like brisk walk for 15-20 minutes daily . If condition doesn't get better then consult general practitioner for proper examination . Doctor may order ECG , blood test , thumb pressure test along with physical examination . Doctor may refer you to cardiologist for heart failure or nephrologist for kidney problem . Doctor may prescribe betablockers along with diuretic .
