There two things - wearing panty and masturbating. Masturbation is normal so no worries Wearing panty for sexual arousal can be called Fetishising . I do not think you will have significant problem after marriage if it is limited to panty wearing If you get arousal by fantasising a panty instead of wearing, it will be much better
