I am confused how you assumed there is no CCF- presence of tachycardia, tachypnea and chest retractions - all are features suggestive of congestive cardiac failure (CCF) in this setting.
The exact treatment depends on the specific problem (I would like to see the ECHO cardiography report. Even if there is CCF, some lesions can be managed with drugs until spontaneous closure of the lesion, others needing early surgery. So i would suggest you to take opinion from a pediatric cardiologist. Meanwhile, keep the child away from people with fever and cold / flu / cough- they are more likely to get pnumonia. Also i strongly advise you to give himm all vaccines including the pneumococcal.
