Suggest Treatment For A Sticky And Oily Scrotum

I have a very sticky/oily scrotum. After a shower Is when I notice it the most. The underside of my penis also very sticky but the top of it feels like a totally different part of my body (normal feeling) I am type 1 diabetic but it is in good control. I m convinced it s not fungal. I ve used creams, sprays and diflucan type pills with no avail. Can t find many answers on the Internet.

Is it sticky even immediately after a shower? Because I do not think there is anything seriously wrong here if you do not have any symptoms like itchiness, burning sensation while urinating, frequent urinating, etc.

The genital region is usually not supposed to be dry otherwise it will make you susceptible to infections, and so do not ponder over the presentation any further sir.
