Dear parent , it is not safe to use hydrocortisone ointement regularly on the skin of a 3 years old child. there are many ointements that tend to lighten the color of the skin. but it is not safe to use them for children . I recommend that you follow a natural remedie such as massaging small drops of fresh lemon juice on the dark area once or twice daily.
