Suggest Treatment For Discomfort During Urination Because Of Foreskin Closing Urethra

 have a problem since 4 days. The foreskin above the urethra sticks closes! I do not experience any pain while the passing urine.  However, every time I need to urinate, I have to delicately try and open the skin which gets stuck and closes! If I do not slowly open it, the pressure of the urine passing out of the urethra opens it and this creates discomfort. There is a white sticky substance on the opening of the foreskin and I remove it every time I take a bath. However, it still sticks! It reappears and my foreskin closes!
