Suggest Treatment For Fluid Filled Blister On Penis Head

My 11 week old son was circumsized at birth. His foreskin has always been covering the head of his penis, and we've been pulling it back to clean during diaper changes and prevent adhesion. Today, we changed his diaper, and he has a very large blister going around the base of the head of his penis. It is filled with fluid and red. What should we do, long term and short term?
