Suggest Treatment For Loose Motion Of 17 Month Baby

My baby 17 months old is suffering in constipition for last couple of months . Her diet is Milk (lactozen 3), Rice with Vegetable+ fish, Egg, normal cookies, Oatmeal, Noodles. She is very fear to release her poo. We give her Osmolax med for loose for poo but its not working fully(Doctor advice). When the stool is so hard she is crying and blood also droped out with stool. Can you please suggest me?

Reduce milk intake.
Give energy dense and high residue foods.
Give fiber containing foods like leafy vegetables and fruits.
Give plenty of fluids.
Lactulose syrup may help to relieve constipation.
Ducolax suppository gives immediate relief from constipation.
