Suggest Treatment For Pain And Soreness In Both Arms

I have pain in both arms. It is severe when I raise my arms above my shoulder. The right arm is sores than the left. I do ha a pinch nerve in my neck, but do not feel it is the total problem. I do not know what specialist to see. I have been to my primary care doctor. I received a shot in each shoulder that relieved some of the pain for a short time. I take Meloxicam for the pain, but it does not relieve the pain. I can only sleep on my back. I cannot sleep on my shoulder or turn over on my stomach. I get up several times at night to relieve the pain in my shoulders and arms. The pain seems to be in my arm muscles and in my shoulders. Any help would be appreciated.
