Suggest Treatment For Penile Infection In A Child

I have a three year old son. He is still wetting his pullup at night during sleep. This has irrittated the head of his penis. It seems like the hole is trying to heal but closing. Hard for him to pee. I soak him in warm water to get the hole to open. I put antibiotic ointment on it. Will this eventually clear up or do I need a special medication from a dr?
