Suggest Treatment For Swelling Of Neck

So I first started having these lumps just appear on my forehead, then disappear. I had a CT Scan that showed nothing going on in my brain. My Dr was puzzled. So now my neck on the same side where I was getting those forehead lumps my neck is all swollen (left side)...like its filled with fluid. Not painful. Not sure what kind of Dr to go see.
