Suggest Treatment For Swollen And Painful Rectal Area

I have a 15 year old Chow that I just noticed today having a swelling in the anal/rectal area. Appears to be a soft, round sac- like on feeling it. He has also a small lypoma ---? sp.--- on the chest area. Are these two items related on the dogs body ? He show no discomfort, pain or constipation. Suggestions ? Thank You.
