Swollen Left Foot Due To Congestive Heart Failure Gone But Remains Red And Painful

My uncle has congestive heart failure which caused some fluid build up and his left foot being swollen also became red on the top and his toes became purple. The swelling is gone thanks to Lasix but the foot remains red and so painful he cannot walk on it. Could the pressure from the swelling have broken a blood vessel or is this not related to the swelling at all?

The redness of the foot could be related to the swelling or due to a henatona formation in the area. If keeping the feet elevated does not help then it needs to be investigated.
