Hi,

It might be a possible infection after blood drawing. It is a rare complication when proper antiseptic measures are not applied or due to possible thrombosis to the local veins in the arm.

I suggest to get her to ER as soon as possible and to get checked by an angiologist and to run:
- echo doppler of the arm
- Ct-scan (or angiography) of the arm and related blood vessels.

At last, send her to ER as soon as possible for further evaluation!
