Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

Cerival stenosis needs to be operated and hence you need to undergo surgery. Any surgery would carry certain amount of risk. However, controlling your diabetes and hypertension and when performed by an expert in spine surgery, prognosis always seems to be good. Underlying medical illness and age will be certainly be taken care of when surgery is undertaken.

Hope I have answered your query. Let me know if I can assist you further.
