What Can Be The Cause For The Discomfort Similar To An UTI?

I've recently been having sensations similar to a UTI, but only at the meatus. I notice it when I am sitting or lying down. The sensation is similar in that it's a type of burning; however, I don't have the urge to urinate or burning when I do. Any idea what this could be?
