What Causes Bleeding From The Rectum?

when my 4 year old wipes, she has blood on T.P. She does not have blood in her stool. She also has red bumps around her bum. I have tried vaseline, A and D, and Desitin to clear things up. It does not work. Every time she has movement, it is very irritated and has blood around her rectum.

From the description given by you its likely to be anal fissure which causes pain and bleeding while passing stools.
I would suggest you to get thorough assessment from Pediatric Surgeon for further management.
