What Causes Blister-like Bubble On Tip Of Foreskin?

My 3 year old son has had a blister-like bubble on the tip of his foreskin as long as I can remember. It doesnt bother him, doesnt hurt when pressed, but noe thst he can pull his foreskin bsck more, it becomes more pronounced and I was wondering if it could be popped somehow.
