What Causes Bloated Belly And Herniated Belly Button In Kids?

I have an adopted 11 yr old daughter who was a crack addicted baby. She had a herniated belly button as a baby and toddler. Her belly button has turned into an "inny" now. She has always had a large blaoted looking belly. I assumed it would go away as she grew older, but it hasn't. Her doctor doesn't seem concerned. She is very athletic, doing cheer and is an avid tumbler for her age. She is not fat at all, very muscular, but still has the big belly. What could be causing it, does she need to see a specialist, and how do we get rid of it> Her friends are starting to make fun of her for it. Thanks!
