What Causes Blood In Stool With Irritation?

I have just been to the toilet for a solid movement and I notice blood in the bowl. This coloured the water to light red and there was no flowing blood. once wiping completed no more blood was evident. I have notice sometimes, after not quite wiping clean correctly, and after a couple of hours, slight irritation and blood spotting. Is this an issue I should me investigating further?
