What Causes Congestion, Coughing And Headache?

I have a 13 year old that has had a fever in the mornings and at night up to 102 degrees, over the past week. There is no fever during the day. She also has congestion, coughing and a mild headache. She has been taking Aleve or Acetamenophin to control the fever and started decongestants today. Is this more likely a sinus infection or the flu?
