What Causes Constipation And Blood In Bowel Movement?

Over the past 10 months my 4 year old has experienced blood on the toilet paper after a bowl movement. My doctor keeps telling me its constipation and to get her to drink more water. At first that appeared to solve the problem but after a few weeks the bleeding reoccurred. I returned to my doctor and insisted that he run blood work to rule out anything else. Blood work and urine samples returned normal. Then I thought maybe milk was causing the problem so we removed that from her diet and again it appeared to work for a few weeks but again the bleeding returned. I have an appointment with an allergist in a few weeks. I need to resolve this issue. I have been keeping a food and water diary for over a month and can t find any links. Any suggestions? What information should I prepare for the allergist? How much water should a 4 year old be drinking? I have gone so far as to remove majority of processed foods from our diet (including now baking our own bread)

Child will show some symptoms, if its an inflammatory disease. Ideally, a 4 years old child require 400 ml to 500 ml water within three to four hours.
