What Causes Difficulty In Lifting Left Hand Above Shoulder?

i am unable to lift my left hand above shoulder level as i feel pain and the blood vessels or vains from my under arms to my wrist are having inflamation. i can move my hand inwards but cannot strech outwards and when i try this i feel that the vains like strings in a guitar will break if i try to force streching. i also have problem and pain when i wear a shirt. please let me know what to do. my age is 52 and weight is 68Kg height 165cm
