What Causes Difficulty In Urination To A 2 Year Old?

My toddler is 2 and half years and this evening he seems to have a problem urinating. He hasn't had a pee in quite a few hours. He's being potty trained at the moment and we are not sure if this might be a psychological effect on him....please kindly let me hear your thoughts on this and whether or not I should be concerned. Thank you.

Urinary obstruction in a toddler male is due to congenital urethral valves.
It needs thorough investigation and surgical treatment.
Better consult urologist.
