I have a friend who will be 82.In excellent health, mentally brilliant but is having difficulty in walking due to wobbliness! There are a few problems with eyesight which are being rectified. However she is becoming very perturbed by her inability to walk properly. She has no arthritis, can kneel and walk up and down stairs without any pain ar all.
Walking is related to muscles, bones/joints , eyesight, balance (affected by brain and also inner ear).
If there are no significant muscular or joint related issues then she may want to be assessed by her doctor to determine if there are any problems related to her balance.
There are different aspects of physical examination that can be done to check balance.
Treatment would depend on the cause found.
