Hello!
I read carefully your query and understand your concern.

A possible cause of such dizziness in a 2 years old girl is Benign paroxysmal vertigo which is a condition of inner ear (imbalance of fluids).
Since she have an UTI,probably frequent urination and if she doesn't drink plenty of fluids ,she might be dehydrated and this might be the cause of dizziness.A complete evaluation is needed.

I suggest to consult her pediatrician and get her examined.
A physical examination is very important and probably further tests and investigations will be necessary (MRI ) to determine the right cause of her symptoms and get the right treatment.

Hope my answer has helped.
Take care
