Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

Elevated heart rate in cold patients may be due to hypoxia or using inhalers containing b2 agonists or taking bronchodilator drugs etc. Until examination is done it is difficult to say what it is. Avoid caffeine and alcohol, avoid smoking. If you're suffering from shivering also the need to avoid salbutamol containing bronchodilator. check for cardiac abnormalities like ECG and echo. If symptoms not improved please consult your doctor he will examine and treat you accordingly.

Hope I have answered your query. Let me know if I can assist you further.
