What Causes Fluid Filled Sack Behind The Knee?

Hi, my father, 61 y.o. male, has a small fluid-filled like sac on the back of his right knee, about the size of a small cyst and kind like so, but is soft/squishy with even texture..he s had it for a few months now and complains of weakness, stiffness from that knee down. He also states that the site becomes itchy at times. He also states when he has that leg bent for several minutes plus it becomes tense, and then he experiences weakness when he gets up to walk..but if he keeps his leg straight, it is not so bothersome..any suggestions? Or clues as to what this may be.?
