What Causes Frequent Urge To Urinate?

My mother is 90 years old and very frail. Lately she feels the urge to go to the bathroom constantly. Either a bowel movement or urination, but it rarely happens when she gets to the toilet. She has become bedridden within the last three weeks. Is her body shutting down?
