What Causes Hyper Pigmented Patch On The Back Of A 7 Month Old?

hi doc, my doc prescribed flutivate for my daughter (7mths).she has, a hypopigmented patch on back and small reddish eruptions in circular pattern behind left ear lobe, now similar eruptions are seen in face on the sides of nose . sir what s this condition and is it safe to apply.
