What Causes Itchy Red Rashes On The Body Of An Infant?

While talking with a friend tonight, I found out his baby/child of 1 1/2 years has rash (red, swollen, and I believe some blistering), all over his body, and bruising under the skin. It is still unknown what it is. The child is itchy and irritable, plays and runs, eats fine, etc...What could this be? I hoping they can find out soon before this child gets worse. Thank you.
