What Causes No Changes In HCG Level In Pregnancy?

Hi,
I Got positive in pregnancy test.my period due date was 9-01-2014.i did blood test on 13th hCG is 1031 and 15th also bolld test and HCG is 1431.In ultrasound scan tiny sac is seen.Bt HCG is not doulbled bt there is lsiht raise.Can i knw is it safe.
