What Causes Pain In Genital Area Of Girl Child?

1 and a half year old infant girl complaining of pain in her genital area. Saying pee pee but not having any in her diaper. Probably a reference to discomfort. May have been a tiny speck of blood in her dry diaper, unsure. No trauma. No discharge or odour. No fever, vomiting or other symptoms. Teething and also having teething pain. Any ideas other than uti?
