As per your complain painful bumps over the tongue along with 
swollen lymph nodes under the chin are indicative of infection and can be probably due to Viral Infection causing 
cold sores..
It cab also be due to apthous ulcers or bullous pemphegoid..
Consult an Oral Physician and get evaluated and a thorough clinical evaluation and investigations like oral swab culture and blood tests can help in diagnosis and treatment can be done accordingly..
In case of viral infection 
antiviral medications like 
Acyclovir, Valacyclovir along with topical antiviral 
ointments can be advised..
As of now you can take supportive treatment to relieve the pain symptoms like gargle with numbing mouthwash containing Lignocaine..
Suck ice pops..
Do cool compresses over the lymph nodes..
Avoid spicy and hard foods..
Drink plenty of cool water..
