What Causes Painful Layers Of Whiteness On Toes?

I have a question.... I have on both my pinky toes a white layer... well layers... one had green before and I use cream and it went away... but the white between has never left and has been here for years... but now one of them is in pain and hard to wiggle my toes... what is this and how to get rid of it...

It may be a fungal infection. Need evaluation by dermatologist. And rule out diabetes. Fungal infection of the toes are common in diabetic patients and exposure to moisture.
