What Causes Passing Of Watery Stool & Rashes Due To That?

Hi my 16 month has had a watering stool with a yellow/whiteish color to it for three weeks now! he has a really bad rash because of it. He can't have whole milk or an other dairy, so drinks Soy milk. my doctor said it's just a bug, but my husband and I think it might be something else. what do you think?

Viral diarrhoea Can't last for 3 weeks.Neither bacterial. Need to rule out and treat parasitic infection. Could be lactose intolerance. So food should be changed.Don't give juices.sweetened liquids, more sweet things.
