What Causes Persistent UTI Symptoms During Pregnancy?

Hi, I am 22 weeks pregnant. Had uti symptoms of burning, ranging from when I am done urinating to all day . Was put on reflex for similar symptoms at 18 weeks, urinalysis culture has no growth.
Now at 21 weeks, same symptoms, took macro bid , urine culture shows 3wbc, 5 epi cells, but no growth. I have symptoms even after the antibiotics and routine culture shows no growth.
