Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

We will try to help you in best way possible. First of all it's sad to know what your daughter had been going through lately. Based on the history you have shared, she needs to be reviewed by a pediatrics specialist and will be needing chest X-ray and antibiotics like azithromycin as well as antihistamines like cetrizine and bronchodilators like terbutaline.
Meanwhile steam Neubs can help but if shortness of breath is severe time of treatment and referral shouldn't be delayed and early evaluation is a must.

Hope I have answered your query. Let me know if I can assist you further.
