What Causes Recurring Red Rash On Legs Above Ankles?

I have a reoccurring red rash on my legs just above my ankles. There is fever and swelling and it feels like catus is stabbing me. I have been to a neurologist and he had no idea what it was. Please help me, I need to know what kind of professional to go to. I can send a photo if you need me to.
