What Causes Red Bumps On The Vagina Of A Child?

my 2yr old daughter has little red bumps on her vagina and has had them for about a month now she is somewhat potty trained but still wears a diaper at nap and bedtime. I have tried typical rash cremes, zinc, natural ointments but they don't seem to be clearing up at all what could it be.
