What Causes Sensation Of Fluid In Head And Short Term Memory Loss?

I feel like I have fluid in my head and I am experiencing a constant brain fog. It seems to be affecting my short term memory call. This is something that is recent and it has been building up within the last year. I have a history of basic allergies, but this is a new sensation for me. Do you have any idea what this could be?
