What Causes Severe Crying Of 1 Year Old?

Excessive crying in an almost 1 year old boy. Is in day care at school where mother works along with twin sister. He cries for hours, can be temporarily distracted, is the same at home where mother picks him up whenever he cries, holds his bottle for him, but crying persists.
