What Causes Sore Vagina In A 2 Year Old?

My daughter will be turning two next month. And yesterday for the first time, she complained that she is sore and when I asked her where she pointed to her vagina. When I was changing her bum after bath time, and put cream on she screamed and cried! It doesn t seem to be swollen and not red at all. No discharge. What could it be?
